Project of scope review and recycling promotion of waste home appliances and waste IT equipment

This project accomplished the following outcomes: (1) This research was focusing on data collection of the household usage of electric and electronic equipment containing monitors including product life-span, household stock and end-of-life flow of electric and electronic device which was based on telephone survey to predict “put on the market volume”,” discard volume” and “funding deficit “in the next five years for policy-making. On the other hand, establishing identification principles and future emerging product climate were based on past explanation statements. Regarding characters’ identification for electrical and electronic device, we completed two flow charts for both IT equipment and home appliance and had an expert forum to discuss flow charts implementation. In terms of unregistered IT equipment and home appliance, auditing manufacturers was based on physical retailers visiting and cyber conducted. For public sectors information exchanged, we have confirmed with that the Bureau of Standards, Metrology and Inspection also use” Standard classification of commodities of Republic of China” in management system; Therefore, it can benefit for both sectors for long-term information exchanged. (2) This assessment analysing whether waste fan can be excluded from regulated recyclable waste (RRW) subject which was based on the research results from past environmental protection administration projects and European Parliament and Council published Waste Electrical and Electronic Equipment new directive to set out an open scope for electrical and electronic equipment which all indicates waste fan need to be under certain monitoring and management control. In order to improve current waste fan collection performance, a package offer to strength waste fan collecting system, which includes local environmental protection bureau coordination, requiring recyclers process at least 800 waste fans, simplifying waste fan processing procedure, evaluating reasonable purchasing price. Referring project requirement was providing alternative proposal if waste fan excluded from current regulated recyclable waste subject. In alternative proposal, waste fan management must be controlled based its source of generation like general waste management and industrial waste management. (3) This recycling program and system study is collecting United Kingdom, Germany, Belgium, Netherland, Switzerland and Japan recycling system for further research reference. Coordination with Taiwan and America technology agreement aspect, training material has been edited to both in Chinese and English language.Sharing and Collecting information from International E-waste Management Network(IEMN) platform was included Cathode Ray Tube(CRT) landscape, rare earth material recovery issue and E-waste global monitoring. Coordination with Environmental Protection Administration officials was settled t participate in the 5th IEMN annual workshop. (4) In terms of fee-reviewing committee administration work, 7 times irregular meetings were conducted, which included material providing and meeting minutes taking, collecting and backing up meeting voice record to Environmental Protection Administration (EPA) website. Providing appropriate candidates were recommending for 10th fee reviewing committee election. Assisting 10th fee reviewing committee candidates’ election and founding conference have been accomplishing. (5) Regarding recycling propaganda campaign, this year propaganda campaign was divided to two aspects to conduct, one is associating with schools, communities, retailers and public sectors for 10 recycling propaganda activities, and another coordinating with exhibition activities for twice, selected LCD lamp as contest prices.
